Guvnor Plans Upgrade At Rotterdam Refinery

Guvnor has been given provisional permission to make alterations to its fuel upgrading unit at its refinery in Rotterdam, with the company's aim to have a facility that enables it to turn high-sulphur fuel into other forms of diesel.

Reuters reported on the plans, after the news agency saw a document relating to the proposed changes.

The International Maritime Organisation (IMO) is set to bring new rules into force in 2020 to reduce sulphur emissions from ships, which will mean that many vessels will need to look into using a different type of fuel to the high-sulphur variants commonly used in the shipping industry.

Although Dutch authorities have given the green light to the plans in principle, as well as telling the firm that it wouldn't need to conduct environmental impact assessments before carrying out the conversion, Guvnor hasn't said that it will definitely upgrade this refinery.

Seth Pietras, a spokesperson for the firm, told the news provider that they were "currently studying several options for how best to respond to the IMO decision", however they haven't yet made a choice on which way to go.

Meanwhile the global shipping industry and environmental groups have called for the carriage of non-compliant marine fuels to be banned once the sulphur cap comes into force in 2020.

The new IMO rules will see the maximum level of sulphur in fuel lowered from the current 3.5 per cent to 0.5 per cent as of 1 January 2020.
